Even if the Far Shore isn't that big a place, not everyone knows everyone else! That can make it hard for shinki to find a new god- or maybe a god wants a new shinki. With this sort of thing, we could investigate to make sure that a god won't mistreat their shinki, and have them meet each other to see if they want to be partners.
