One part is that shinki are meant to work with their gods to fight ayakashi, since you do it in vessel form. But that would be the answer if they were bringing people here in any kind of logical pattern. There's plenty of non-combatants here - there's a god who's a mundane six-year-old kid, if you want a sign of exactly how unfit for combat some of the people here are.
