Yes. It may not even be in ill intent. There are things you can say about a person just from the way they dress. For example, you can say if that person cares about fashion. Even here there are people with a distinct style. They wouldn't get caught wearing something accidental. All their looks are thought out. There is nothing wrong in having a style and equally, there's nothing wrong in appreciating people who have it.
The only problem comes when somebody tries to reason about the character of the other person solely on the basis of what clothes they chose for themselves. Unfortunately, there are people who are very quick to judge others on such slim evidence. Just because it's easier that way.
