For all the consistency, it might as well be raffles or straw drawing. Hell, maybe they literally draw fucking straws and whoever's straw is the most meticulously detailed and artistically inspired gets the cool shinki.

Someone declare a public straw-making contest so we can see what really goes on behind the scenes. They're keeping that shit to themselves and it's so fucking unfair I could shed a tear.
